HCB Fondation est le clan d’engagement social et environnemental du groupe. C’est l’organe par lequel HCB Tribes redonne une part de ce qu’il reçoit, là où l’économie marchande ne va pas, ou pas seule.
Une fondation à dotation propre, à gouvernance distincte, articulée aux autres clans mais autonome dans ses décisions.
Pourquoi une fondation
Nous avons la chance d’entreprendre dans un pays qui encourage l’investissement par une fiscalité nulle. C’est un cadre rare et précieux, qui rend le Vanuatu attractif aux yeux du monde. Mais ce cadre crée aussi une responsabilité particulière ; si l’État ne prélève pas, le secteur privé doit redistribuer. La moindre des choses, quand on bénéficie d’un tel régime, est d’en rendre une part à ceux qui rendent ce pays possible.
Pour nous, l’argent est un outil, pas une fin en soi. À quoi sert il, sinon à faire grandir ce qui nous entoure ? Pas à accumuler, mais à transformer, à transmettre, à redistribuer. C’est cette conviction qui rend HCB Fondation aussi essentielle que les clans marchands, et indissociable d’eux.

Soutien aux écoles, programmes d’alphabétisation, bourses pour les jeunes Ni-Vanuatu en formation supérieure, en lien direct avec HCB Academy.
Deuxième pilier
Santé
Appui à l’accès aux soins dans les zones isolées, programmes de prévention, soutien aux structures médicales locales.
Troisième pilier
Environnement
Protection des écosystèmes terrestres et marins, reforestation, biodiversité, programmes de sensibilisation et d’action concrète.

La Fondation n’a pas vocation à se substituer à l’État ni aux ONG existantes. Son rôle est de soutenir les acteurs locaux qui font déjà un travail remarquable, et d’agir en complément là où des manques évidents apparaissent. Elle privilégie les partenariats avec des associations ni-vanuataises reconnues plutôt que la création de programmes ex nihilo.
Une part des bénéfices du groupe sera affectée à la Fondation, dans une logique de transparence et d’engagement durable. C’est un engagement de gouvernance, pas un geste de communication.
HCB Fondation prendra forme juridique et opérationnelle à mesure que les premiers clans marchands génèrent du résultat. Le cadre est posé, les piliers sont identifiés, la dotation est anticipée.

HCB FONDATION
A conceptual study
Giving back a share of what the land has given us.
HCB Fondation is the group’s social and environmental engagement clan. It is the body through which HCB Tribes gives back a share of what it receives, where the marketplace doesn’t go, or doesn’t go alone.
A foundation with its own endowment, its own governance, articulated with the other clans but autonomous in its decisions.
Why a foundation
We have the chance to build in a country that encourages investment through a zero tax framework. This is a rare and precious context, one that makes Vanuatu attractive in the eyes of the world. But this same framework also creates a particular responsibility ; where the State does not levy, the private sector must redistribute. The very least we can do, when benefiting from such a regime, is to give a share of it back to those who make this country possible.
For us, money is a tool, not an end in itself. What is it for, if not to grow what surrounds us ? Not to accumulate, but to transform, to pass on, to share. This conviction is what makes HCB Fondation as essential as the market facing clans, and inseparable from them.

Support for schools, literacy programmes, scholarships for young Ni-Vanuatu in higher education, in direct connection with HCB Academy.

Support for access to care in isolated areas, prevention programmes, support to local medical structures.
Third pillar
Environment
Protection of terrestrial and marine ecosystems, reforestation, biodiversity, awareness and concrete action programmes.

The Foundation does not aim to replace the State or the existing NGOs. Its role is to support the local actors who already do remarkable work, and to act as a complement where obvious gaps appear. It favours partnerships with established Ni-Vanuatu associations over the creation of programmes ex nihilo.
A share of the group’s profits will be allocated to the Foundation, in a logic of transparency and durable commitment. It is a governance commitment, not a communications gesture.
HCB Fondation will take legal and operational form as the first market facing clans generate results. The framework is set, the pillars are identified, the endowment is anticipated.
